Job Description

Summary

This position is located in the Budget Division- Office of Financial Management. The Deputy Budget Officer serves in a dual capacity as the Deputy Budget Officer and Assistant Manager of the Division. The Deputy Budget Officer participates with the Budget Officer (Division Manager), in carrying out all phases of work in the Division and acts with full authority over the total work during that official’s absence or unavailability.

Responsibilities

As a Deputy Budget Officer, you will:

  • Interpret and apply budgetary policies and broad guidelines established by Office of Management and Budget and Department of the Treasury.
  • Assist in the formulation and presentation of the total budget estimates which requires continuous planning in order to develop and establish fund requirements to support operating plans and programs.
  • Render technical assistance to managers in establishing meaningful work measurement standards and to assist them in assessing operating performance.

The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Supervising a team of budget/financial analysts including planning, directing, coordinating and reviewing their work on program operations.
  • Making recommendations on financial management issues; assisting in the development of financial policies.
  • Overseeing the review of a fiscal year budget for submission to the Department, Office of Management and Budget and Congress.
  • Reviewing financial reporting for effectiveness of internal controls.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:

  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Public Trust – Background Investigation will be required.
